As promised last month Microsoft has finally opened the Marketplace submission for Windows Phone Mango application today:

The infrastructure for accepting your Mango apps is coming online as we speak! Some of you may already be seeing new content as we conduct a final round of tests. Stay tuned for a more detailed overview of the Mango app submission process within the next 24 hours.

Microsoft has also released the RC (Release Candidate) of the Windows Phone 7.1 SDK allowing you to compile your code to the latest OS version before submitting it to the AppHub. You can download it directly from here.
